Responding to the inquiry as to how easy it is for a civilian on Montserrat to acquire an official RMPF uniform, Deputy Commissioner of Police, Mr. Paul Morris says that it is possible for most people to acquire the uniform. Ms. Daphne Cassell says, “The Department of Administration will no longer accept applications for passports by mail or through a third party (such as the Citizens and Friends of Montserrat based in Antigua and Barbuda). With an official workforce of 2,593, Montserrat faces grave concerns regarding the history of uneven spread of HIV/AIDS. As described by His Excellency, “….
