In the summer of 2007, Montserrat’s Chief Minister said, “The British Department of International Development (DFID) has promised subsidies in the tune of $2 million over the next two years.”
By the summer of 2008, DFID’s Montserrat Head, Mr. Roger Clarke, attests on ZJB news that “We see a ferry service as a key to bringing into the island the number of people, the number of visitors needed to give a real economic boost…. A ferry service that will meet the needs of Montserrat and which can become a commercially vital operation given a little support at the start….”
Just February last year, reports claimed, “Mr. Clarke lamented on the problems associated with the various delays on projects and pointed out the many processes that must be undertaken to get projects going. And while admitting that money is sometimes responsible for lack of progress, he cited other causes such as the deficiency of appropriate human resources as a major reason for projects falling behind schedule.
Mr. Clarke emphasized that DFID would look at assisting the return of a ferry service for Montserrat to help address the island’s inadequate transportation needs.
When questioned as to the current status of the ferry service, Roselyn Cassell-Sealy, then Deputy Chief Minister, said that tenders for the ferry service are still being reviewed. Hence, no status can be provided at this time.
